Cool bit of nautical history.
Card is marked FMS HERMAN, Seattle, USA
About a 6" compass, there's a bulb in the bottom to illuminate it.
The card is a bit dirty and has been jostled off it's pivot and the fluid is murky and has some air, so it's time to clean and refill this one.
