I believe these to be new but, the ribbon one has some oxidation on the pins and 1 round clip is missing.
Also the one with the ribbon the medal saying 1960 looks warn.
The loose one without the ribbon the metal looks a little darker probably because it did not come in a plastic bag.
On the loose one the enamel does not look as uniform in the outline,
