This is a vintage Japanese cast iron Usubata (Ikebana flower vase) or planter base.
It is designed in the shape of a cart or wagon.
The openwork, circular basket section is a separate piece that rests on the wheeled base.
It is used for traditional Japanese flower arranging, known as ikebana.
The base is pushed by two small figures, one of which is partially visible on the left side of the image.
