OLD Apple Mac Mini Model A1283

This computer works. It is outdated. It's a bit slow.
It probably has some niche uses moreso than daily driver type computer.
I think it maxes out at OS X El Capitan software, which will limit what you can do with it
It was just fully RESET so the OS is not installed and you will need to login to your apple account to reinstall the OS.
