The Regional Resource Center (RRC) operated by the Vietnamese American Community Center of the East Bay (VACCEB) in Oakland, CA has been a refuge and resource for low-income and underrepresented seniors, refugee/immigrant communities. Our mission is to provide supportive services to low-income populations while they are trying to become self-sufficient and integrate themselves into all aspects of American society. RRC/VACCEB provides a variety of supportive services, including food security, senior programs, information and assistance, education classes (ESL, Digital Literacy, Citizenship), health and wellness, advocacy work, and employment placement assistance. We are currently looking to hire a Program Manager who is experienced and committed to working with vulnerable communities in a non-profit setting.
Job Description: The Program Manager (PM)/Sr. Program Manager (Sr. PM) reports to the Sr. Program Manager or CEO respectively and is a liaison between RRC/VACCEB and public agencies and foundation partners.
This position requires strong writing, data analysis, program budgeting, project management skills, with an emphasis on clear writing and meeting set goals/objectives.
Key Responsibilities:
1. Assist in the management of program services offered at Center.
2. Administer contracts as assigned and assure all terms and conditions are met and within the allocated budget. PM/Sr. PM work closely with the Financial Manager.
3. Joint responsibility for fund-raising and grant proposal writing. Responsible for the researching, preparing, submitting, and managing grant proposals/reports that support agency goals and meet funding guidelines and criteria. The level of complexity for the grant determines whether the PM or Sr. PM is assigned. The PM/Sr. PM assists in managing funder relationships, engages in compliance reporting, and supports special project initiatives.
4. Manage staff, as assigned, to assure they are meeting their respective target and goals under contract and on time.
5. Work as part of management team on strategic planning, budgeting, staffing, and policy development.
Specific Job Requirements:
1. Bachelor’s degree or equivalent experience working in a nonprofit environment.
2. Three years of relevant experience as a PM or five years at Senior PM level.
3. Excellent written and verbal communication skills.
4. Excellent organizational skills and demonstrated professional maturity.
5. Ability to work under multiple deadlines simultaneously and as a member of a team.
6. Experience working with seniors, refugees and immigrants is required.
7. Proficiency in Microsoft Office (specifically Word, Excel and PowerPoint) necessary with familiarity of Salesforce and other software useful.
8. Familiarity and experience working with federal, state and local agencies desirable.
9. At least 2 references that can speak to demonstrated, managerial experience.
