Here are some nice frames ( some with forks) for all you frugal ones out there to do cheap builds : ) Source your parts cheap and build a nice bike for pennies on the dollar.
1) DiamondBack Interval TG with Oversize Tange Double butted ChroMo frame and fork. Very light and stiff steel makes for a fast bike. 57cm ctc $75
1b) Specialized Allez Epic bonded Carbon frame. Iconic super light (1600g) frame that makes a terrific race and hill climbing bike. These bikes climb like a mountain goat on steroids. Just add a carbon or aluminum fork and you have a keeper. Cosmetically could use a clear coat spray to make it shine. 56cm ctc. $75
3) Mid 80s Schwinn 23" World Sport FIXIE- SINGLE SPEED- FRAME, FORK AND CRANKSET in black and yellow with bb and single one-by crank. Nice 4130 ChroMoly frame. **Please note this frame does not have a derailleur hanger so would make a nice fixie or single speed or you could use a bolt on rear derailleur to make a geared set up. $20
4) Specialized Crossroads frame. Needs fork. Has cantilever brake boss. Aluminum frame. Small size. $10
8) Centurion LeMans 12 / Large size 25 inch ctt, (61cm ctc). Tange Champion tubing. Comes with bottom bracket and headset. Nice blue - purple color. $40
9) Centurion Lemans RS - 25 inch or 62cm ctc. High end Tange 2 tubing. Large frame for a tall rider. Has some paint chips with touch ups. Frame rides very nice when built up. $40
