It is an antique electro-mechanical device used as a receiver on electrical telegraph lines.
The device has a resistance of 140 ohms, as indicated on the base.
The sounder works by using electromagnets to move a lever-arm, which makes a loud "click" sound that an operator translates into messages.
Western Electric Manufacturing Company was established in 1869 and became a subsidiary of AT&T in 1915.
