Episcopal Community Services of San Francisco (ECS) is dedicated to providing shelter, meals, housing, education, and support services to homeless and very low-income women, men and families.

ECS maintains two shelters, a winter roving shelter, the SF START behavioral health team, provides support services at nine supportive housing facilities, operates a Senior Center, Aging and Disabled Adults Resource Centers (ADRC) throughout the City, and a vocational training and Skills Center. Each year, over 6,000 people receive services and support from ECS. The continuum of client-centered services offered by ECS provides a comprehensive approach for individuals to move away from homelessness and toward self-sufficiency.


SUMMARY OF DUTIES AND RESPONSIBILITIES:
The Asset and Housing Development Manager carries primary staff responsibility for ECS-sponsored and affiliate-owned supportive housing developments, currently: Canon Kip Community House, Canon Barcus Community House, and Bishop Swing Community House. The role includes asset management for completed projects and team leadership for developments in progress. The Asset and Housing Development Manager advises the Executive Director and, as appropriate, the Board of Directors on future directions and initiatives in supportive housing development, and works collaboratively with ECS’s CFO, its Housing Director and other internal partners and with external stakeholders on all phases of housing development and asset management to ensure success.

PRIMARY DUTIES AND RESPONSIBILITIES:

ASSET MANAGEMENT
1. Monitors, coordinates, and, as needed, directs property management to facilitate excellent project performance, achieving occupancy, maintenance, and financial goals.
2. Working with appropriate internal and external stakeholders, develops long-term projections and annual project budgets of sponsored developments, and monitors financial performance of each.
3. With property management, develops capital needs assessments for sponsored projects and implements capital maintenance and improvement plans.
4. Ensures compliance with funder, partner, and regulatory agency requirements, including, particularly, compliance with all tax credit requirements.
5. With assistance of the ECS Operations Manager, keeps sponsored development records.
6. Plans for long-term financial sustainability of housing developments and for responsible Year 15 exit from tax credit partnerships.
7. Staffs ECS affiliate housing boards and committees, including the boards of directors of Canon Kip, Inc., and Canon Barcus, Inc. and the ECS Housing Committee, which acts in a governance role for 275 Tenth Street LLC, the managing general partner of the partnership that owns Bishop Swing Community House.

HOUSING DEVELOPMENT
1. Advises Executive Director and, as appropriate, the Board of Directors on strategic directions and specific initiatives in supportive housing development.
2. Identifies possible sites and secures appropriate properties for development.
3. With Executive Director, selects key housing development consultant, and with consultant, develops and coordinates the project team, including architects, contractors, financial advisors, attorneys, property management, and others.
4. Links with the San Francisco Mayor’s Office of Housing and other public and private funding entities, including tax credit partners, to ensure financial support of developing projects.
5. With key housing development consultant, develops and submits funding proposals, negotiates funding commitments, and reports to funding entities.
6. Works with ECS Housing Director and other ECS staff, as appropriate, to develop and fund subsidy and services plans for new projects.
7. Reviews all developing project documentation, ensuring accuracy and responsibility.
8. Manages community input and involvement in ECS’s developing projects.
9. Troubleshoots and solves development hurdles.
10. Staffs ECS Housing Committee, which carries responsibility for Board oversight of housing development work.

GENERAL
1. Contributes to ECS organizational leadership by participation on the ECS management teams.
2. Represents ECS to appropriate community forums, including, e.g., the Council of Community Housing Organizations.
3. May carry other agency projects and duties as assigned by the Executive Director, including direction and/or oversight of other ECS capital projects and of ECS’s disaster preparedness plan.

REQUIRED QUALIFICATIONS:
1. Bachelors degree required, masters degree preferred, in field related to affordable housing development and asset management.
2. At least four years experience in housing development or asset management.
3. Demonstrated commitment to the mission and values of Episcopal Community Services.
4. Ability to maintain focus on organizational vision while attending to necessary and appropriate details.
5. Excellent written, verbal and interpersonal communication skills.
6. Collaborative work style, initiative and flexibility.
7. Ability to influence, mediate and negotiate.
8. Computer proficiency.
