JOB SUMMARY
Oversee the day-to-day operations of a 56 unit SRO (Single Resident Occupancy) property. This includes, but is not limited to; supervision of the office and maintenance staff, maintain and improve the physical appearance and value of the asset, maintain a superior level of resident and employee satisfaction and to assure that the property is soundly managed in order to protect the Owners investment. This is a unique property, with that provides housing to the homeless population, in the Tenderloin. Case management and counseling experience is along with affordable housing experience is required.
PERFORMANCE RESPONSIBILITIES
Review and recommend service contracts and other expenses consistent with established limits of authority. Oversee and direct the preventive maintenance program.
Lease the apartments through aggressive and creative marketing methods. Reduce the down-time between occupancies, maintain rents comparable to the local market and apply resident retention practices to reduce apartment turnover rates.
Understand, supervise and be responsible for insuring compliance with all government, lender, and tax credit reporting and certification processes.
Provide support and understanding to the residents in/around the building
Defuse, manage and contain crisis situations
Be observant and aware of resident well being.
Work closely with resident services and other vested parties to ensure overall good mental and physical health.
With Portfolio Managers input, hire and train property staff to ensure the hire of top quality staff and that all employees are performing at their level of expectations. Work to solve day to day operation, which includes administration, marketing, leasing, tenant improvement, and customer complaints. Provide support, training and problem solving. Assist in the determination, with the Portfolio Manager and Human Resources, as to whether and when an employee at a property should be disciplined or terminated.
Oversee collection of rent and daily bank deposit. Monitor internal audit procedures. Enforce rent collection policies.
Complete monthly financial cover letters and variance reports in a timely manner
Assist Portfolio Manager in annual budget preparation and, on monthly basis, explain budget variances.
Attend community events and participate in industry trade associations.
Conduct frequent physical inspections of the property. Take corrective measures as needed.
As the on-site fiscal agent, increase the net operating income through creative and innovative programs, to develop the marketing and management plans. To maintain high ethical and moral characteristics.
Responsible for the preparation of and adhering to the spending limits set forth in the budget. Review expenditures against budget allowances. Prepare and/or review all required reports for submission in a timely manner. Follow prudent spending practices and secure inventory control. Responsible for petty cash control. Assist in annual preparation of property budget.
Practice a friendly yet effective form of personnel management that is motivating to staff. Treat all of the employees as you would like to be treated. Set standards and ensure compliance with standards.
Maintain current and accurate accounts payable practices. Authorize invoices and purchase orders in accordance with the spending limits established in the management contract and budget. Obtain 3 competitive bids for all major repair and capital improvement projects. Explain variance from budgeted line items.
Develop and implement capital improvement programs both short and long term.
The primary purpose is to improve the value of the asset.
May require travel to purchase supplies, for off -site meetings or for bank deposits.
Other tasks as required by Portfolio Manager or that are in the best interest of the property.
QUALIFICATIONS
3-5 years property management experience.
Case management and counseling experience
College degree and ARM or CPM Certification strongly preferred
Clear criminal history, credit report and good driving record
Computer literate
Customer service oriented
May require valid California Drivers License
ADDITIONAL REQUIREMENTS
Able to handle the stress of working with difficult people and handling several tasks at once.
Able to use standard office equipment, such as; telephone, computer, calculator
Able to inspect the entire property, including grounds and units
