Their IT services division creates innovative web-based solutions for their clients. They create websites, web-based applications, intranets and extranets, e-Learning modules and digital products. They focus on creating positive user experiences and we help organizations leverage technology to meet business goals.
They are seeking an e-Learning Project Manager in Rockville, MD.
The e-Learning Project Manager is responsible for the planning and execution of our e-Learning projects. This person will manage a core team of developers, third-party contractors, and consultants. This person will work with clients and will be defining project objectives, creating timelines and project plans, and coordinating quality control throughout the lifecycle of each project.
The Project Manager will bring a wide range of e-Learning expertise and will have hands-on experience with multiple e-Learning technologies including delivery mechanisms, instructional design, industry leading applications, learning management systems, and curriculum development. The candidate will be responsible for multiple concurrent projects and must be able to think and react quickly to a fast-paced, dynamic, and virtual IT environment. The current projects to be managed are primarily web-based and include Adobe Flash, video production, .NET applications, DVD creation, SQL Server databases, and website design and delivery.
ESSENTIAL FUNCTIONS OF THE POSITION:
* Direct and manage e-Learning projects from beginning to end.
* Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
* Develop full-scale project plans and associated communications documents.
* Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
* Decide and recommend e-Learning strategies based on a strong understanding of the objectives and the technologies available.
* Liaise with project stakeholders on an ongoing basis.
* Estimate the resources and participants needed to achieve project goals.
* Draft and submit budget proposals, and recommend subsequent budget changes where necessary.
* Determine and assess need for additional staff and/or consultants and make the appropriate recruitments if necessary during project cycle.
* Identify and resolve issues and conflicts within the project team.
* Plan, schedule, and track project timelines and milestones using appropriate tools.
* Develop and deliver progress reports on project status.
* Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
* Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
* Build, develop, and grow any business relationships vital to the success of the project.
* Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
* Develop best practices and tools for project execution and management.
* Strong working knowledge of the technologies being used and must be able to engage and contribute to solutions when required.
REQUIRED EXPERIENCE/SKILLS:
* Minimum of 5 years experience leading and managing interactive projects.
* Familiarity with NIST IT and security guidelines and other Federal IT requirements.
* Minimum of 5 years experience working on e-Learning projects using any of the following technologies: Adobe Suite, .NET, Visual Studio, Silverlight, Microsoft Expression, HTML authoring.Minimum of 5 years experience in the design and development of complex UI / internet applications.
* Strong skills in change management, problem solving, communication skills, customer orientation, personal effectiveness, project management, and leadership.
* Expertise in current Internet standards, including web browsers and compliance including Section 508 guidelines.
* Hands-on knowledge of current web markup or scripting languages: HTML, XHTML, XML, CSS, and JavaScript.
* Understanding of dynamic or active web content and the use of classic ASP, ASP.NET, and SQL.
* Ability to work well under pressure in a deadline-driven environment and manage numerous projects simultaneously.
* A great attitude – must be a positive, energetic, driven individual who is assiduous about perfection with a never-quit attitude.
* Openness to feedback, seeks to understand other points of view, and respond constructively to feedback.
REQUIRED EDUCATION: Bachelor's Degree in Education, Psychology, Graphic Design, Computer Science, Business Administration, Project Management or related field.
DESIRED SKILLS: Experience with projects within the Federal Government and Federal emergency management agencies such as DHS or FEMA, or Federal healthcare agencies.
NOTE:
* The position will include a health and dental care benefits package, 401(k) plan availability, leave accrual, and paid Federal holidays.
* Periodic travel to our offices in Columbia, MD and Rockville, MD, as well as visits to our clients within the Washington, DC metro area will be required.
