Need Experienced Word Press Developer For Plagiarism Plugin - (this is a project/gig)

We use word press to publish content to websites. Looking for an experienced word press developer that has built a plugin or modified plugins to allow each post submitted from a contributor (using word press) to be checked to make sure it was not copied from somewhere on the web.

Two Approaches We Are Considering:

1. Re-Purposed Article/Story From Our Original Content Library - We have original stories/articles that we have writers/contributors use to create new articles with different perspectives. Since we have the original, we could set up a system that compares the original article to the newly re-written article. If the articles are not sufficiently different they could not be published. This would be an automatic detection and articles that don't meet the minimum criteria would be rejected.

2. New Article/Story - When we provide the topic but not the article, we rely on the writer/contributor to research the article online. A solution that checks the writer/contributor's work against the internet to see if there are % matches online somewhere. If this meets a % threshold of originality, then the article could be published, since it is deemed to be an original article by that writer/contributor. If it does not meet a % threshold , then the article would be reject and the writer/contributor could be flagged.


Here are some commercial solutions I've found that charge per article various rates to basically search google/yahoo for similar content.

Its hard to believe there are not reasonable solutions out there to handle this type of service.
