Engineering Manager - Water Resources
Annual Salary: $96,720.00 - $116,355.20

The Engineering Manager - Water Resources is responsible for the management of the Water Resources Division within the Department of Public Works.
Example of Duties:
Plan, supervise, direct and oversee the work activities of subordinate employees; provide training to new and existing subordinate staff; manage the work activities of subordinate employees; establish consistent performance standards and expectations throughout the Water Resources Division; complete employee performance evaluations and probationary reports to document and/or correct employee behavior; verbally explain to staff work projects and assignments; monitor staff compliance with procedures and policies; prepare and deliver written and oral presentations to various County boards, commissions or committees to ensure all are well informed of various Water Resources projects and outcomes; manage the day-to-day operations for assigned services and activities for the State Water Project contract; manage the day-to-day operations for assigned services and activities for small water and wastewater districts including the Lake Berryessa Resort Improvement District; manage the day-to-day operations for assigned services and activities for special water resources projects in the County including storm water, recycled water, potable water and waterway projects; develop policies and procedures; perform long-term and short-term planning of program activities; establish, within County policy, appropriate services and staffing levels for assigned areas; participate in the development of the work unit budget for each assigned service area; provide staff assistance to the Deputy Director of Public Works – Flood Control and Water Resources by presenting staff reports and other necessary correspondence; manage architect/engineering professional services contracts; coordinate the selection and supervision of private professional engineers and architects for the development of plans, specifications, studies and reports; prepare and review consultant agreements and construction documents and contracts; work with other government agencies to ensure that engineering plans are integrated with County plans; assist in monitoring and evaluating other agency plans and projects providing input and comments on behalf of the County; serve as the liaison for an assigned engineering division with other divisions, departments, outside agencies and the private sector regarding complex water resources projects; prepare contracts and Board agenda items; and respond to and resolve difficult and sensitive citizen inquiries and complaints.

- State and local issues, funding sources and design standards to ensure that the project is understood and completed in a timely manner.
- Pertinent federal, state and local laws, codes and regulations to ensure that the project is completed within all mandated laws and regulations.
Skill to:
- Oversee and participate in the management of a comprehensive civil engineering program to ensure that the work unit is running as efficiently as possible.
- Develop short-range and long-range plans and timelines to complete projects and assignments within established timeframes and deadlines.
- Plan, organize, supervise, direct and oversee the work activities of employees.
- Apply appropriate disciplinary action to employees in the work unit in order to correct unacceptable behavior or work performance.
- Introduce changes in the work unit in a positive manner to generate support for the changes and to minimize impact or perceived impact on staff.
- Use software programs (e.g., Outlook, Word, Excel, PowerPoint) to prepare reports, memos, correspondence and other job-related documents and materials.
- Use and operate a variety of basic office equipment (e.g., copiers, telephones and fax machines, personal computer) in the course of completing assigned work tasks.
- Prepare a variety of reports, policy statements and correspondence utilizing technical and statistical information.
- Make effective presentations in public meetings to present findings, recommendations, and to respond to questions.

- Work collaboratively with internal and external departmental staff and staff from other agencies on issues related to all phases of work projects.
- Comprehend and interpret complex information and materials, such as standards, procedures, policies and regulations.
- Verbally communicate with management the status and progress of work unit projects to ensure management awareness of project issues.
- Review and edit written materials to ensure that prepared materials accurately and clearly present the information documented.
- Complete forms and paperwork required to document the status of various project activities.
- Prepare clear and concise administrative and financial reports.
- Assist in the preparation and administration of large and complex budgets.
- Maintain accurate records and clearly document actions taken.
- Prepare narrative and statistical reports to keep all abreast on the results of studies or projects.
- Effectively manage the day-to-day State Water Project contract administration activities including conducting regular meetings with water subcontractors.
- Represent Napa County Flood Control and Water Conservation District in negotiations and interactions with the State Department of Water Resources and the State Water Contractors to ensure that District interests are properly represented.
- Interpret federal, state and local laws, rules and regulations related to water resources and waterway restoration work to ensure that the project is completed within all mandated laws and regulations.
- Develop and implement water resources programs, procedures and policies to ensure that water resources programs are proficient at completing a given water resources project on time, within policies and on budget.

Experience and Education
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge, skills and abilities. A desirable combination is:
Experience:
Six years of increasingly responsible civil engineering experience including four years of administrative and supervisory experience.
Education:
A Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.
License or Certificate:
Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.
