The Office of Research Administration and Compliance (RAC) is responsible for management of two distinct core functions of central campus services: the research contract and grant administration that is performed through the Sponsored Projects Office (SPO) and the research compliance programs administered through the Office for Protection of Human Subjects (OPHS), the Animal Care and Use Committee (ACUC), and the financial Conflict of Interest Committee (COI). RAC is also responsible for review of Export Control issues related to research and research funding.
The Sponsored Projects Office (SPO) is the Berkeley campus central administrative office with primary responsibility and delegated authority for liaison with extramural sponsors and is authorized by the Office of the President and the Chancellor to submit proposals and accept awards for research, instruction, fellowships, exhibits, performances, administrative activities and other public services. SPO reports to the Vice Chancellor for Research through the office of the Assistant Vice Chancellor for Research Administration and Compliance (AVC-RAC). SPO is responsible for all aspects of pre-award and non-financial post-award contract and grant administration. The SPO staff work closely with Berkeley faculty to submit over 3,000 proposals, resulting in over 1,500 awards that total more that $600 million a year on average and account for approximately one-third of Berkeley's annual operating budget. These awards come from federal and state agencies, local and foreign governments, foundations, corporations, and other outside organizations. SPO has stewardship responsibilities for extramural awards from all government, foundation and non-profit organizations.
SPO works to ensure that U.C. Berkeley is fully compliant with sponsor terms and conditions, University policies, and federal regulations and requirements. Specifically, the Sponsored Projects Office is responsible for endorsing and authorizing proposals to, and interpreting, negotiating, and accepting contracts and grants from, federal and state agencies, foundations, and other public and private sources. SPO initiates the set-up of sponsored project accounts, and prepares, issues and negotiates sub-awards for collaborative research. SPO also provides resources for identifying potential funding opportunities, and coordinates applications to programs with institutional limits on proposals.
The Research Administrator 3 provides regulatory, policy and financial analysis in support of all areas of SPO responsibility, including: the submission of proposals to and receipt of awards from federal, state, local and private sponsors; proposal and budget development; proposal review for compliance with institutional and sponsor policy and federal regulation; institutional authorization of proposal submission; pre-award compliance review and update; contract and grant award negotiation and acceptance; sub-award issuance and administration; contract and grant post-award monitoring to ensure compliance with financial, administrative and programmatic terms and conditions; and contract and grant closeout.
Responsibilities:
The Research Administrator 3 provides regulatory, policy and financial analysis in support of all areas of SPO responsibility, including:
- the submission of proposals to and receipt of awards from federal, state, local and private sponsors
- proposal and budget development
- proposal review for compliance with institutional and sponsor policy and federal regulation
- institutional authorization of proposal submission
- pre-award compliance review and update
- contract and grant award negotiation and acceptance
- sub-award issuance and administration
- contract and grant post-award monitoring to ensure compliance with financial, administrative and programmatic terms and conditions
- contract and grant closeout
Required Qualifications:
- Bachelors degree in related area and/or equivalent experience/training
- at least two years of experience working in a fast-paced research administration environment preferably within a major research university setting
- possesses current knowledge of compliance regulations in all areas of research administration including human or animal subjects in research, financial conflict of interest, bio-safety, and other compliance areas
- experience with and understanding of research administration guidelines and policies of Federal and non-Federal sponsors supporting research and educational activities
- thorough knowledge of the cost principles contained in OMB Circulars A-21, A-110, and A-133
- demonstrated ability to perform detailed budget analysis
- strong computer skills and experience with the requirements of electronic research administration
- ability to exercise independent judgment to resolve complex problems and issues
- ability to work collaboratively to achieve group goals and objectives
- strong organization, interpersonal, and communication skills

Salary & Benefits: Salary Range is $51,000 - $91,800 annually.
