Safe and Bright Futures for Children Exposed to Domestic Violence Demonstration Project


The Zero Tolerance for Domestic Violence Initiative (ZTDV), an initiative of the Contra Costa County Board of Supervisors, recently received a demonstration grant to diminish the damaging effects of exposure to domestic violence on children and youth and help stop the cycle of intentional injury and abuse through increasing awareness of the issue, forging community partnerships, and building responsive systems.

Strategies include 1) development of a public education campaign for parents focused on prevention; 2) develop capacity building opportunities for professionals through training and technical assistance both in-person and on-line; 3) development of an active community of practice of professionals and community members; 4) development of an effective data collection method for children/youth exposed to domestic violence; 5) development of a robust on-line platform (www.familiesthrive.org); 6) development of a policy platform; 7) ongoing evaluation and benchmarking of strategies.

STATEMENT OF PURPOSE:

The intent of this Request for Interest (RFI) is to invite qualified individuals or organizations to submit a letter of interest (Qualifications Statement) that describes qualifications to serve as staff to the Safe and Bright Futures for Children Exposed to Domestic Violence demonstration project. A standard contract in an amount up to $46,200 will be awarded to the successful bidder(s) for the period December 15, 2009 – December 31, 2010. Staffing may be extended only with additional grant funding. Successful bidder will be expected to provide services twenty-eight (28) hours per week for a total of fifty (50) weeks.

The RFI is not in itself an offer of work nor does it commit Contra Costa County to fund any proposal submitted. The County is not liable for any costs incurred in the preparation or research of proposals.

SCOPE OF SERVICES

The selected candidate will be responsible for the following:

• Coordinate all aspects of demonstration grant activities.
• Coordinate with consultants hired to implement grant activities including development of public awareness campaign and evaluation.
• Research, develop and deliver effective training to multiple sectors on children/youth’s exposure to domestic violence and support the development of effective cross-training of sectors.
• Assist in coordination of training workshops (in-person and on-line).
• Identify and engage public and private agencies with active outreach into the community.
• Assist in the facilitation and development of an effective community of practice including in person meetings, on-line discussions and on-line events.
• Provide primary interface and support for community of practice leadership group..
• Provide technical assistance to agencies in developing polices and practices responsive to children/youth exposed to domestic violence.
• Research evidence based and best practices and maintain repository of information on-line.
• Provide support for ongoing communication, from on-line platform, in monthly newsletters.
• Effectively utilize dynamic technology platform for communication (e-mails, announcements, posts in discussion topics).
• Support members to utilize technology platform.
• Assist in entering and analyzing data where needed.
• Participate and assist in facilitation of monthly project steering committee meeting.
• Assist in providing oral and/or written reports to Department of Health and Human Services, Board of Supervisors, city councils or other relevant audiences.

QUALIFICATIONS

Applicants must submit a Qualification Statement that includes:

• A statement that you or your organization is interested in performing the work described in this RFI and confirming your availability for the next year.
• Verification of experience and capability in conducing similar types of activities.
• A brief description demonstrating your understanding of the issues of domestic violence/abuse and children/youth’s exposure to abuse.
• A budget of estimated expenditures.
• A list of three business references.
• A writing sample.

All applicants will be expected to participate in an interview with Zero Tolerance staff to describe qualifications and experiences and demonstrate their ability to utilize on-line platform (www.familiesthrive.org).
